万双网讯  2026年11月2日，晨光和煦，万科双语学校迎来2026—2027学年第一学期第10周升旗仪式。本周升旗仪式由1E班承办，杨熙雯（Dora）、张忠仁（Simba）担任主持人，8C班江禹铭（Leo）、8E班肖书禾（Angle）、8G班熊梦凡（Albert）担任升旗手。护旗方阵由1E班全体同学组成，他们以“积极探索、乐观向上”为目标，步伐整齐、精神饱满地护送五星红旗入场。国歌奏响，升旗仪式在庄严肃穆的氛围中圆满完成。

On November 2nd, 2026, bathed in warm morning sunshine, Vanke Bilingual School held the 10th flag-raising ceremony of the first semester of the 2026–2027 academic year. The ceremony was hosted by Class 1E, with Yang Xiwen (Dora) and Zhang Zhongren (Simba) serving as masters of ceremony, and Jiang Yuming (Leo) of Class 8C, Xiao Shuhu (Angle) of Class 8E, and Xiong Mengfan (Albert) of Class 8G serving as flag bearers. The flag guard, formed by all of the other students of Class 1E and guided by the motto of “exploring actively and staying optimistic,” escorted the five-starred Red Flag onto the ground with steady steps and high spirits. As the national anthem resounded, the flag-raising ceremony was brought to a close in a solemn and dignified atmosphere.

在国旗下讲话环节，1E班严梵语（CiCi）、周子淇（Diana）围绕“爱读书，迎宾客，当好深圳小主人”发表主题演讲。十一月是深圳的读书月，阅读能开阔视野、增长见识，让人领略多元文化与广阔世界；阅读也能涵养心性、砥砺品格，提升我们的修养与表达能力。两位同学鼓励大家在书香的浸润中知礼仪、懂包容，以开阔的视野面对世界。

In the “Speech under the National Flag” segment, Yan Fanyu (CiCi) and Zhou Ziqi (Diana) of Class 1E delivered a themed speech on “Love reading, welcome guests, and be good little hosts of Shenzhen.” November is Shenzhen’s Reading Month: reading broadens our horizons and enriches our knowledge, allowing us to appreciate diverse cultures and the vast world; reading also nurtures our hearts and tempers our character, sharpening our self of self and powers of expression. The two students encouraged everyone to surround yourself with the fragrance of books, learn courtesy, embrace tolerance, and see the world with an open mind.

两位同学指出，十一月深圳将举行2026年APEC峰会，来自世界各地的客人将齐聚鹏城，在相聚中增进了解、在学习中互鉴所长。作为深圳的小主人，她们向全体同学发出倡议：见到客人主动微笑致意，言行讲文明、待人懂礼貌，以热情友善展现深圳少年的良好风貌，让远道而来的朋友了解深圳、喜爱深圳。演讲最后，她们号召全校同学爱上阅读，讲文明、懂礼貌，以书香涵养少年气质，以礼仪传递鹏城温度。同学们从自身做起、从点滴做起，为迎接APEC峰会、展现城市文明形象贡献少年力量。

The two students noted that Shenzhen will host the 2026 APEC Summit in November, where guests from around the world will gather in Pengcheng, deepening mutual understanding through togetherness and learning from each other’s strengths. As Shenzhen’s young hosts, they issued an initiative to all students: greet guests with a proactive smile, act and speak civilly, treat others with courtesy, and present the fine demeanor of Shenzhen’s youth through warmth and friendliness, so that friends from afar may come to know and love Shenzhen. To close their speech, they called on all students to fall in love with reading, to be civilized and courteous, to nourish youthful character through the reading of books, and to convey the warmth of Pengcheng with good manners. Starting with the smallest of deeds, the students pledged to contribute their youthful strength to welcoming the APEC Summit and showcasing the city’s image of civility.

在随后的“话时事”环节，党支部宣传委员王乐乐老师将话题引向人工智能技术的迅猛发展及其规范治理，引导同学们思考技术进步背后的伦理边界与责任担当。2026年，29个国家在上海签署协定，成立全球首个专门致力于人工智能合作的政府间国际组织——世界人工智能合作组织；联合国首届“人工智能治理全球对话”在日内瓦举行，为各国共商治理搭建了多边平台。在我国，《人工智能拟人化互动服务管理暂行办法》已于2026年7月15日起施行；最高人民法院于今年9月发布《关于依法审理涉人工智能纠纷案件的意见》，对“AI换脸拟声”、算法歧视等行为明确裁判规则。技术向善与制度规范并行，方能让人工智能真正成为造福人类的可靠力量。

In the subsequent “Current Affairs Talk” segment, Ms. Wang Lele, the publicity committee member of the school’s Party branch, steered the discussion toward the rapid development of artificial intelligence technology and its regulated governance, guiding the students to reflect on the ethical boundaries and responsibilities of technological progress. In 2026, 29 countries signed an agreement in Shanghai to establish the World AI Cooperation Organization—the world’s first intergovernmental international organization dedicated exclusively to AI cooperation—while the first United Nations “Global Dialogue on AI Governance” was held in Geneva, providing a multilateral platform for countries to jointly discuss governance. In China, the Interim Measures for the Administration of Anthropomorphic Interactive AI Services took effect on July 15th, 2026; in September this year, the Supreme People’s Court issued the Opinions on Legally Hearing Cases Involving Disputes Related to Artificial Intelligence, laying down clear adjudication rules for acts such as “AI face-swapping and voice-cloning” and algorithmic discrimination. Only when technology being used for good and institutional regulation advance side by side can artificial intelligence truly become a reliable force that benefits humanity.

王老师指出，制定AI规则离同学们并不遥远。IB教育理念鼓励同学们成为“勤于思考”的探究者，保持好奇心，主动开展研究；也鼓励大家立足全球背景，理解科技发展与人类伦理的界限。王老师鼓励大家带着问题走进课堂，在真实情境里研究和学习。人工智能可以给出答案，也可以造出假象，越是这样，越需要我们辨得清真假、说得清依据。王老师希望同学们把判断力当作必修的本领，利用AI作为工具而不是盲目依赖AI，立足当下、放眼全球，在学习中锤炼本领，努力成为有国际视野、有责任担当的学习者。

Ms. Wang pointed out that formulating of rules for AI is by no means distant from the students. The IB philosophy of education encourages students to become inquirers who “think well”—to stay curious and to take the initiative in research—and to build on global contexts while understanding the boundary between technological development and human ethics. She encouraged everyone to enter the classroom with questions and to study and learn in authentic situations. Artificial intelligence can give answers, but it can also fabricate illusions; all the more, then, do we need to distinguish truth from falsehood and state our beliefs clearly. Ms. Wang hopes that the students will treat judgment as an essential skill, using AI as a tool rather than blindly relying on it, staying grounded in the present while looking to the wider world, honing their abilities through learning, and striving to become learners with an international vision and a sense of responsibility.

Amidst the warm applause of teachers and students, the 10th flag-raising ceremony of Vanke Bilingual School drew to a close. From Shenzhen Reading Month to the warm welcome of the APEC Summit, and on to the development and boundaries of AI technology, the students appreciated the weight of reading under the national flag and clarified the direction ahead through critical reflection. Dear teachers and dear classmates,  Good morning, everyone!

就在今年，2026世界人工智能大会在上海举行，29个国家共同签署协定，成立了全球首个AI政府间国际组织——世界人工智能合作组织。与此同时，联合国也在日内瓦召开了首届“人工智能治理全球对话”，多国都在加紧出台相关法案，共同探讨如何让AI安全地造福人类。

Just this year, the 2026 World Artificial Intelligence Conference was held in Shanghai, where 29 countries jointly signed an agreement to establish the World AI Cooperation Organization—the world’s first intergovernmental international AI organization. At the same time, the United Nations convened the inaugural “Global Dialogue on AI Governance” in Geneva, and many countries are accelerating the introduction of relevant legislation to explore how AI can safely benefit humanity.

大家可能会问：为什么全世界都在急着给AI立规矩、出法案？就在我们身边，国家网信办等五部门出台的《人工智能拟人化互动服务管理暂行办法》已于今年7月正式施行；9月，最高人民法院也发布了涉人工智能纠纷案件的审理意见，明确规制“AI换脸拟声”“大数据杀熟”等问题。因为当AI能瞬间生成逼真的假新闻、当个人的隐私数据被算法轻易抓取时，科技如果失去了边界，就会带来巨大的风险。各国出台法规，不是为了限制科技，而是为了在创新与安全之间找到平衡。这说明，面对未知的挑战，人类没有回避，而是选择跨越国界，共同制定规则来应对。

You may wonder: why is the whole world rushing to set rules and pass laws for AI? Right now, the Interim Measures for the Administration of Anthropomorphic Interactive AI Services, issued by the Cyberspace Administration of China together with four other departments, formally took effect this July; in September, the Supreme People’s Court also issued adjudication opinions on cases involving AI disputes, explicitly regulating issues such as “AI face-swapping and voice-cloning” and “big-data price discrimination.” This is because when AI can instantly generate lifelike fake news, and when personal privacy data can be easily captured by algorithms, technology without regulations can pose enormous risks. The laws enacted by countries are not meant to restrict technology, but to strike a balance between innovation and safety. This shows that, in the face of unknown challenges, humanity has not turned away; instead, it has chosen to cross borders and jointly formulate rules to respond to this problem.

探究式学习鼓励我们成为“勤于思考”的探究者，保持好奇心，主动开展研究；鼓励我们立足全球背景，理解科技发展与人类伦理的界限。面对AI带来的假新闻、隐私泄露等问题，全球各国的协作探索，正是跨文化理解、全球共同体意识最好的范例。知识不局限于课本，很多重大的思考与突破，正是来自对身边新事物的敏锐追问。

Inquiry-based learning encourages us to become inquirers who “think well,” to stay curious, and to take the initiative in research; it encourages us to build on global context and to understand the boundaries between technological development and human ethics. In the face of the fake news, privacy leaks and other problems brought about by AI, the collaborative exploration of countries around the world is the finest example of cross-cultural understanding and a sense of global community. Knowledge is not confined to just textbooks; many significant reflections and breakthroughs arise from the sharp questioning of new things around us.

大家可能会觉得，制定AI规则离我们太遥远了。其实探究的能力，就在日常课堂里。在设计小组项目时，思考如何利用AI作为工具而不是依赖它，这就是科学精神。探究式学习同时也提醒我们，学习不只是记住结论，更重要的是学会探究、学会思考，保持开放的头脑，尊重多元观点，用所学去回应真实世界的问题。

You may feel that making rules for AI is far too distant from us. But in fact, the power of inquiry lies right in our everyday classrooms. When designing group projects, thinking about how to use AI as a tool rather than depending on it is precisely the spirit of science. Inquiry-based learning also reminds us that learning is not merely about memorizing results and data; what matters more is learning how to inquire, how to think, keeping an open mind, respecting diverse perspectives, and using what we have learned to respond to real-world problems.

同学们，科技狂飙的时代，我们不仅是旁观者，更是未来的塑造者。希望大家守护好心中的好奇心与批判力，不盲从、不迷失。立足当下，放眼全球，在学习中锤炼本领，努力成为有国际视野、有责任担当的学习者。
