万双网讯  2026年1月26日，万科双语学校举行2025-2026学年第一学期第22周升旗仪式。本周升旗仪式由9D班负责。这是一个以“多元为底色，青春作锋芒”为信念的集体，“建立好的学习习惯，培养优秀的学习能力”是他们的目标。高宇廷（Lego）和尹溵梓（Judy）担任主持人，护旗任务由9D班全体同学承担，他们共同完成了庄严的升旗环节。

On January 26th, 2026, the flag-raising ceremony for the twenty-second week of the first semester of the 2025-2026 academic year was held on the playground of Vanke Bilingual School. This ceremony was hosted by Class 9D. Students Gao Yutian (Lego) and Yin yinzi (Judy) served as the hosts. Then Mr. Zhang, an officer from Minzhi Police Station, delivered a safety and legal awareness lecture titled "Upholding the Law for a Safe Winter Break and Jointly Build a Secure Campus" for all teachers and students. And he also provided an interpretation of the newly revised Public Security Administration Punishment Law, which is scheduled to take effect in 2026. The officer clarified that acts of school bullying—including cyberbullying—have been explicitly incorporated into the scope of public security administrative penalties. He urged students to understand and abide by the law, respect one another, and work together to foster a safe and harmonious campus environment. During the “Secretary’s Talk on Current Affairs” segment, the title of the speech given by First Secretary Teacher Dong Aixia, was “Grasp the Essence of Planning and Embark on a New Journey”. 一、假期安全提醒

Holiday Safety Reminders

首先是防火安全。冬季干燥，易发火灾，再家时请检查家中电器线路，避免长时间使用大功率电器，离家时牢记人走电断。深圳市严禁私自燃放烟花爆竹，如有官方组织的观赏活动，请大家有序参与。

Fire Safety. Winter is a dry season with a higher risk of fires. When at home, please check the electrical wiring and avoid prolonged use of high-power appliances. Always remember to turn off electrical devices when leaving the house. The city of Shenzhen strictly prohibits the unauthorized use of fireworks and firecrackers. If you attend an officially organized fireworks display, please participate in an orderly manner.

二是提升防盗意识。外出游玩时，注意保管好个人财物安全。贵重物品随身携带，提高警惕，不给小偷可乘之机。

Anti-Theft Awareness. When traveling or going out, keep a close eye on your personal belongings. Carry valuables with you, stay alert, and avoid giving thieves any opportunity.

三是时刻防范诈骗。演出门票、冒充明星蛊惑、买卖游戏装备、甚至冒充国家公职人员等等，我们要了解常见的诈骗类型。牢记“三不一多”：未知链接不点击、陌生来电不轻信、个人信息不透露、转账汇款多核实。关注“国家反诈中心”和“深圳市反电信网络诈骗中心”官方平台，遇可疑情况及时求助。

Guard Against Fraud. Stay vigilant against common scams, such as fake event tickets, impersonation of celebrities, online gaming fraud, or even scammers posing as government officials. Remember the anti-fraud principle: do not click on unknown links, do not trust unfamiliar calls, do not disclose personal information, and always verify before transferring money. Follow official platforms like the National Anti-Fraud Center and the Shenzhen Anti-Telecom Network Fraud Center, and report any suspicious activity promptly.

四是交通出行安全。遵守交通规则，不闯红灯、不横穿马路。外出游玩选择正规旅行社，了解目的地安全状况。

Travel Safety. Follow traffic rules: do not run red lights or cross roads recklessly. If traveling, choose reputable travel agencies and stay informed about the safety conditions to your destination.

五是关注饮食健康。注意食品卫生，尽量少吃街边摊贩的食物，避免食物中毒。

Diet and Health. Pay attention to food hygiene. Try to avoid eating from street vendors to reduce the risk of food poisoning.

二、共学《治安管理处罚法》

Learning about the Public Security Administration Punishment Law Together

2026年1月1日新颁布的《治安管理处罚法》对校园欺凌作出了更明确、更严格的规定。

The newly revised Public Security Administration Punishment Law, which will take effect on January 1st, 2026, introduces clearer and stricter regulations regarding school bullying.

一是明确校园欺凌行为的法律属性。新法第60条将校园欺凌行为（如殴打、侮辱、恐吓等）明确纳入治安管理处罚范畴，这意味着校园欺凌不再被视为单纯的校园内部矛盾，而是具有明确的违法属性，公安机关可直接介入处理。

Clarifying the Legal Nature of School Bullying. Article 60 of the new law explicitly categorizes school bullying behaviors—such as physical assault, verbal insults, and intimidation—as punishable under public security administration regulations. This means school bullying is no longer treated merely as an internal school issue but as a legal offense, allowing police authorities to intervene directly.

二是调整未成年人处罚规则。已满14周岁不满18周岁、情节严重或屡犯者，可依法执行行政拘留，并配套矫治教育措施。这一调整强化了对恶性欺凌行为的惩戒力度。

Adjusting Penalties for Minors. Minors aged 14 to 18 who engage in severe or repeated bullying may face administrative detention, along with corrective education measures. This adjustment also strengthens the penalties for serious bullying behavior.

三是网络欺凌纳入规制。通过网络平台（如微信群、短视频平台等）实施的侮辱、恐吓等欺凌行为，同样适用治安管理处罚法，填补了网络欺凌领域的法律空白。

Addressing Cyberbullying. Bullying carried out through online platforms—such as WeChat groups or short video apps—including insults and threats, will also fall under the Public Security Administration Punishment Law, closing the legal gap in addressing cyberbullying.

同学们，大家要明白校园欺凌的危害以及需要承担的法律后果。同学们之间要相互尊重、相互关爱，遇到欺凌行为要勇敢地站出来，报告老师或者报警，共同维护和谐、安全的校园环境。
